【開催報告】太平洋・島サミット（PALM）参加国での先進的な脱炭素技術を導入するための二国間クレジット制度（JCM）の活用に関するワークショップ（ウェビナー）

日本国環境省及び外務省は、2021年9月22日（水）に「太平洋・島サミット（PALM）参加国での先進的な脱炭素技術を導入するための二国間クレジット制度（JCM）の活用に関するワークショップ」を開催しました。本ウェビナーには、太平洋島嶼国、日本等から200名を超える参加申込みがありました。

本ワークショップでは、日本国環境省地球環境局の小野洋局長並びに太平洋諸島フォーラム事務局のFilimon事務次長による開会の挨拶の後、太平洋島嶼国側からPacific CommunityとSPREP（Secretariat of the Pacific Regional Environment Programme）の代表者より、特に太平洋島嶼国における再生可能エネルギーのポテンシャルやNDCの状況等について共有されました。次いで、日本側からは外務省から日本の気候変動政策及びPALM9の概要等が、環境省からJCMの概要と進捗状況等が説明され、（公）地球環境センター（GEC）からJCM設備補助事業の概要やその活用のポイントについて、アジア開発銀行（ADB）からはJCM日本基金（JFJCM）の概要や事例が紹介されました。セクション2では、パラオのPalau Energy Administrationから同国でのJCMプロジェクトの事例等が紹介され、パシフィックコンサルタンツ株式会社からは島嶼国におけるJCM案件組成の課題等が示されました。その後のパネルディスカッションでは、JCMプロジェクトの好事例やパラオでのJCMプロジェクトの実施から得た知見等を交えながら、JCMのSDGsやNDCへの貢献や太平洋島嶼国における案件組成に向けた課題と解決策について、発表者らにより活発な意見交換が行われました。

参加者へのアンケート結果からは、概ねセミナーの内容に満足したとの回答が多く得られました。

今後はこのワークショップを踏まえ、太平洋島嶼国におけるJCMに対する理解が醸成され、新たなJCMパートナー国として将来の具体的なJCM事業の検討、実施につながることが期待されます。
